Is Pornhub blocked in Ohio?
No. Ohio law (HB 96) took effect September 30, 2025, but Pornhub is still available there (click-through age gate only), because it says the law exempts it as an interactive computer service. HB 84 ('Innocence Act') passed the Ohio House in March 2026 and is waiting in the Senate Judiciary Committee.
Ohio's age-verification law for adult sites took effect September 30, 2025, but it exempts providers of an 'interactive computer service' as defined in federal law. Aylo says that exemption covers Pornhub, so Pornhub remains available in Ohio behind a click-through age gate, with no ID check. HB 84, which would narrow the exemption and add fines of up to $100,000 a day, passed the House in March 2026 and is in the Senate Judiciary Committee.
The law
| Status | Law in effect |
|---|---|
| Law | HB 96: HB 96 (FY2026-2027 operating budget) (text) |
| Citation | Ohio Rev. Code §§ 1349.10, 1349.101 |
| Signed | June 30, 2025 |
| In effect | September 30, 2025 |
| Who it covers | 'Organizations' (commercial establishments for which obscene or harmful-to-juveniles material is a significant or substantial portion of stock-in-trade, revenue, content or advertising) that sell, distribute or present such material online. No numeric threshold. Exempts providers of an interactive computer service (the federal Section 230 definition), mobile services, internet providers, cable, satellite, video and cloud service providers, and news gatherers. |
| Accepted ID methods | commercial age verification system using government photo ID; commercial age verification system using public or private transactional data; third-party or government databases |
| Data rules | Must use a geofence maintained by a licensed location-based technology provider and block Ohio users until their age is verified; account or subscription holders are re-verified every 2 years. Verification data must be deleted once verification is complete, except what is needed for account access and billing; account data is deleted on request and 2 years after creation unless renewed; data may be transferred only for age verification and the recipient must also delete it; a data privacy policy is required. |
| Enforcement | Attorney General only (exclusive); no private right of action. The AG may sue an organization whose failure to comply results in a minor gaining access, after written notice and a 45-day cure period (the cure period does not protect repeat violators). |
| Penalties | Injunctive relief; the current statute sets no fines. Pending HB 84 would add civil penalties of up to $100,000 per day. |
Why is Pornhub still available in Ohio?
Pornhub did not block Ohio and does not run ID checks there. Aylo says that, as a provider of an 'interactive computer service' under Section 230, it is exempt from Ohio's law; visitors see only a button to confirm they are 18. In Oct. 2025 the AG sent notice letters to non-compliant sites; no lawsuit against Aylo has been reported. PCMag's July 2026 list of blocked states does not include Ohio.
Is porn banned in Ohio?
No. Ohio doesn't ban porn. Ohio law (HB 96) sets age-verification rules for adult sites, but Pornhub hasn't changed how it works there, because it says the law exempts it as an interactive computer service.
What does HB 96 require?
'Organizations' (commercial establishments for which obscene or harmful-to-juveniles material is a significant or substantial portion of stock-in-trade, revenue, content or advertising) that sell, distribute or present such material online. No numeric threshold. Exempts providers of an interactive computer service (the federal Section 230 definition), mobile services, internet providers, cable, satellite, video and cloud service providers, and news gatherers.
Enforcement: Attorney General only (exclusive); no private right of action. The AG may sue an organization whose failure to comply results in a minor gaining access, after written notice and a 45-day cure period (the cure period does not protect repeat violators).
Is it illegal to watch porn in Ohio?
No. Ohio law (HB 96) puts its duties on websites, not on the people who visit them. Watching legal adult content is not a crime under it.
Separate state and federal laws on obscenity and child sexual abuse material apply everywhere, whatever a state's age-verification rules.
How do I verify my age for adult sites in Ohio?
Ohio law (HB 96) accepts these methods: commercial age verification system using government photo ID; commercial age verification system using public or private transactional data; third-party or government databases. Each site chooses which ones to offer.
Can porn sites keep my ID in Ohio?
Must use a geofence maintained by a licensed location-based technology provider and block Ohio users until their age is verified; account or subscription holders are re-verified every 2 years. Verification data must be deleted once verification is complete, except what is needed for account access and billing; account data is deleted on request and 2 years after creation unless renewed; data may be transferred only for age verification and the recipient must also delete it; a data privacy policy is required.
Is it illegal to use a VPN in Ohio?
Ohio law (HB 96) sets duties for websites. It does not create a penalty for people who use a VPN.
Why does Pornhub think I'm in Indiana?
Websites estimate where you are from your IP address, not your street address. Mobile carriers and some internet providers route traffic through regional hubs that can sit across a state line, so a phone in Ohio can appear to be in Indiana.
When a site shows another state's notice, the cause is usually where your network's IP address is registered, not the law where you are.

Courts and enforcement
- Notice of Violation letters to non-compliant adult sites (Ohio Attorney General, Oct 8, 2025). Sent after an AG review found only 1 of 20 top sites compliant, giving 45 days to comply. As of Feb. 2026 the office was still weighing Aylo's exemption argument and had filed no lawsuit; no lawsuit reported through Oct. 2026. Dave Yost, who sent the letters, resigned effective June 7, 2026; Andy Wilson was appointed to finish the term. Source
Bills to watch
- HB 84 ('Innocence Act'). Amends R.C. 1349.10 and 1349.101 (sponsors Reps. Steve Demetriou and Josh Williams). As passed by the House it would cover an establishment if either content test is met, define 'significant or substantial' as at least 33⅓%, limit the exemption to interactive computer services that are not such organizations, require a compliance affidavit to the AG, allow civil penalties of up to $100,000 per day, and let the AG act without notice against repeat violators. Passed the House 95-1 on 2026-03-18; referred to Senate Judiciary on 2026-03-25; no Senate action since.
