Pennsylvania has no law requiring adult websites to verify visitors' ages. SB 603, which would require age checks on sites where more than a third of the material is harmful to minors and let people sue sites that don't comply, cleared the Senate Judiciary Committee on September 28, 2026 and awaits a final Senate vote; it must pass both chambers before the session ends on November 30, 2026. Pornhub is available in Pennsylvania without a new age check.

Why does Pornhub think I'm in West Virginia?
Websites estimate where you are from your IP address, not your street address. Mobile carriers and some internet providers route traffic through regional hubs that can sit across a state line, so a phone in Pennsylvania can appear to be in West Virginia.
When a site shows another state's notice, the cause is usually where your network's IP address is registered, not the law where you are.

Bills to watch
- SB 603. Would add "Internet protections for minors" to Title 18. A commercial entity that knowingly publishes material harmful to minors on a website where more than 33.3% of the material is harmful to minors must verify visitors' ages through an independent third-party service checking a commercially available identity database, or another commercially reasonable method based on public or private transactional data. Neither the site nor the verifier may keep identifying information. Enforcement is by private lawsuit (damages from a minor's access or from retained data, plus costs and attorney fees); there is no attorney general enforcement. News organizations, internet service providers, search engines and cloud providers are exempt. Senate Judiciary amendment A04281 (PN 1971) made the three-part harmful-to-minors definition conjunctive by changing "or" to "and" before its third prong; the rest is unchanged. Takes effect 90 days after enactment. Prime sponsor Sen. Cris Dush. Reported as amended by Senate Judiciary on 2026-09-28; first consideration 2026-09-28 and second consideration 2026-09-29; awaiting third consideration and a final Senate vote, with no action since as of 2026-10-26. The Senate's next scheduled session days are 2026-11-17 and 2026-11-18; the House's posted schedule ends 2026-11-10. The bill dies if it is not enacted by 2026-11-30, when the 2025-2026 session ends.
